Job Description

Wairoa District Council (Te Kaunihera o Wairoa) is looking to find their next Chief Executive. This is a significant leadership opportunity for someone who understands the importance of whanaungatanga (relationships) and kaitiakitanga (guardianship). Wairoa District Council is seeking a leader who can guide the organisation with a clear vision, build strong connections with the community, and ensure operational and financial integrity, while honouring the values of manaakitanga (hospitality and care) and rangatiratanga (leadership).

Key responsibilities:

As Chief Executive, you’ll play a central role in shaping the direction of Wairoa District Council, ensuring that all activities align with its strategic goals, vision, and mission. You will be responsible for fostering strong relationships with key stakeholders, ensuring communication is clear, inclusive, and collaborative. Working closely with the Mayor and elected members you will lead the Council in a way that builds a high-performance culture based on accountability, innovation, and respect that will be essential to your success.

  • Lead the organisation to ensure all activities align with Wairoa District Council’s long-term plan, vision, and mission.
  • Build and maintain strong relationships with key stakeholders, promoting relationships and effective communication.
  • Foster a high-performance culture based on care and leadership.
  • Oversee fiscal management, including budgeting, financial reporting, and resource allocation.
  • Ensure Council plans are developed and delivered in line with statutory obligations and local bylaws.
  • Provide clear, transparent governance support and reporting.


What you bring:

  • Senior leadership experience with strong strategic planning and organisational development skills.
  • Strong leadership skills, capable of fostering a high-performance culture focused on manaakitanga and rangatiratanga.
  • Expertise in fiscal management, budgeting, and financial oversight.
  • Ability to build strong relationships and manage a broad range of stakeholders.
  • Experience of working in or working closely with Local Authorities will be highly regarded.
