The purpose of the Information and Communications Technology (ICT) group is to work in partnership with the rest of the organisation to provide digital technology and communication solutions that support excellence in policing and service delivery and enable Police’s strategic ambitions.
With a primary hub in Wellington, and a presence throughout the country, we deliver new and enhanced solutions directly and through specialist vendor partnerships. We provide expert advice on how technology can be leveraged to support Police’s strategies and turn concepts into reality through collaborative development.
The Practice Manager leads our Development Practice within Centre of Expertise (CoE), playing a critical role in shaping the capacity and capability of the development community within ICT. This role focuses on building, developing, and maintaining a high-performing, engaged, and future-ready workforce.
You will provide strategic leadership, ensuring that the practice has the right mix of skills, experience, and resourcing to meet current and future demand. Working closely with Product Managers, delivery leads, and other practice managers, you will enable efficient resource allocation, proactive workforce planning, and talent development to align with Police’s technology roadmap and priorities.
You will champion a culture of continuous improvement and professional growth, embedding modern, fit-for-purpose ways of working. By fostering a thriving community of practice, you will ensure our people are empowered to deliver high-quality outcomes that enhance Police’s ability to serve our communities.
Key Accountabilities:
- Practice Leadership: Provide strategic leadership to the Development practice, building and sustaining a strong community of practice aligned to organisational goals.
- Team Development: Foster a culture of continuous learning and professional development, providing guidance and opportunities for team members to grow and advance their skills and careers.
- Resource Management: Lead proactive workforce planning and effective resource allocation to meet current delivery commitments and future demands.
- Collaboration: Build and maintain strong, effective partnerships across development teams, other Centres of Expertise, and product groups to maximise outcomes.
- Strategic Workforce Planning: Anticipate future capability needs, shaping recruitment and development strategies to build a sustainable, high-performing practice.
- Process Improvement: Collaborate with cross-functional teams to evolve our ways of working, drive operational efficiency, and embed continuous improvement across the practice.
- Quality Assurance: Promote and uphold high standards of practice, ensuring the team delivers quality outcomes consistently.

To be successful in this role you will require the following:

- Proven experience with agile and DevOps practices.
- Strong knowledge or experience of modern software development practices, methodologies, and frameworks.
- Proven problem-solving and decision-making abilities.
- Demonstrated ability to drive process improvements and foster a culture of innovation.
- Tertiary qualification in Computer Science or related field, or equivalent job-related experience.
This role is based in the Wellington area. Some travel may be required.
