Job Description

Company: Auckland Council

  • Be at the forefront of Tāmaki Makaurau’s infrastructure programming, funding and financing for the region’s growth
  • Work with Crown Agencies, developers, infrastructure providers and Council Controlled organisations
  • Unrivalled experience in the programming, funding, and financing of infrastructure to support the development of land

He angitūtanga: The opportunity
The Development Programmes team plays a critical role in shaping Auckland’s future by ensuring a coordinated effort around the identification and sequencing of future infrastructure needed for Auckland to grow over the medium to long term—we do not deliver these projects but rather define and sequence the work required for decades to come.
We are seeking a Senior Programme Manager to lead infrastructure planning and funding efforts, ensuring a coordinated effort among the CCO’s and Council to identify, sequence, cost, fund, finance and deliver on time to support Auckland’s rapid expansion. This role involves close collaboration with Crown Agencies, developers, infrastructure providers, and Council specialists.
This is a unique opportunity to work at a strategic level, influencing large-scale greenfields developments and brownfields intensification. You will partner with Government Agencies, Council Controlled Organisations, Land Developers, and Contractors to help shape Auckland’s housing and employment growth.

Some of your key responsibilities will include:

  • Leading a collaborated process for identifying and defining infrastructure requirements for current and future growth areas to enable the envisaged housing, commercial and industrial development over future decades.
  • Coordinate internal and external teams to compile the infrastructure requirements within the given timeframes and budget to provide these outputs into various other processes across Council.
  • Monitoring and assisting with the delivery of development programmes in accordance with development agreements.
  • Reporting, escalating and following-up on progress issues and risks during the compilation of the programme of works
  • Reporting to Council, committees and executive, and assist in preparation of presentations and communication materials
  • Input into other council strategy and policy, including Spatial Plan, Infrastructure Plan, Unitary Plan and LTP

He kōrero mōu: About you
This role requires experience in similar programme management, consulting, development planning and/or infrastructure development. You have the knowledge, and or the skills to learn about the integrated built environment – infrastructure development, local government, financing and funding aspects and agreements.

We will be looking for specific experience with:

  • Bachelor of Urban Planning, Town Planning, Mechanical / Civil Engineering or a Bachelor in a relevant field. (Note that ICT related qualifications are not relevant to this role)
  • Uban / Town planning AND Project or Programme management, of large-scale infrastructure development programmes
  • Knowledge and understanding of the economics of infrastructure and land development, finding and negotiating solutions in a complex, legislative, policy and funding driven environment
  • Experience working constructively across organisational functions and a track record of building and maintaining the trust and relationships of all stakeholders.
  • Any relevant experience across Council or any of the CCO’s would be an advantage.
