Kōrero mō te Tūranga - About the Role

We are seeking an experienced people leader to join our Trade and International Relations directorate which sits within our Policy & Trade business unit. The work of Policy & Trade focuses on sustainable economic growth, resource management, rural communities and the contribution of the food and fibre sector to the economic performance and well-being of New Zealand.

The Manager International Fisheries leads the team responsible for New Zealand's engagement in international and regional fisheries management organisations to ensure they achieve sustainable outcomes for New Zealand and for our trade in sustainably produced food and fibre products.

You will represent New Zealand in international forums and ensure MPI works effectively with other agencies to present an NZ inc approach to complex resource management issues in the high seas.

As part of this role, you will:

• Represent New Zealand and negotiate fisheries outcomes in international, multi-lateral and bilateral fora relating to binding and non-binding standards and instruments, and management measures.
• Recognise long-term issues, risks, trends and patterns in the international fisheries sector and apply these to the Directorate and the Ministry's work.
• Ensure the delivery of timely and high-quality advice on international fisheries issues to support the government's statutory and international obligations in relation to sustainable utilisation of fisheries resources
• Provide direction to and oversee the successful progress and completion of Regional Fisheries Management Organisations related projects.
• Lead and manage a team, fostering a culture of engagement, development, and high performance.
• Given the international context of this role, some offshore travel may be required.

Mōu - About You

You will have a longstanding interest in complex natural resource allocation challenges and experience in effectively managing and leading a team, ideally within a government policy or international context. You'll be experienced in analysing complex technical issues, making decisions with financial impact, and in developing and implementing government policy.

You will be comfortable leading others, demonstrating a proven track record of building high-performing teams, while maintaining a focus on the well-being of your team and developing staff capabilities.

In addition, you will be confident in building relationships and negotiating with a broad range of stakeholders to drive action, while holding a clear vision for current and future priorities.

To be successful in this role, you will be able to demonstrate:

• An understanding of the incentives, constraints and structures necessary to manage fisheries in the context of New Zealand's environmental, economic, cultural and social issues;
• Understanding of management policies relating to the Treaty Principles and the Crown's obligations to Māori under the Treaty of Waitangi Fisheries Claims Settlement Act and other statutes as they relate to fisheries resources;
• Proven experience in staff management and development;
• Knowledge of strategic and business planning processes;
• Experience in analysing technical issues and making business decisions with financial impact;
• Ability to manage diverse interests and build effective relationships with stakeholders.

Policy and Trade provides sector-level strategic thinking and evidence-based advice for effective government decision-making for systems related to agriculture, forestry, fisheries, biosecurity, food, animal welfare, and rural communities.

Our Policy and Trade business unit also manages input into international rule setting bodies, including the negotiation of trade agreements and environmental commitments relating to our sectors, and work on a variety of primary production, food safety, and biosecurity issues with our trading partners to assure that our products are safe and suitable.

Reporting to the Divisional Manager Sustainable Trade & Environment, you will work with a Wellington based team which consists of Policy Analysts, Senior Policy Analysts, and two Principal Advisers. The team also works closely with the Policy & Trade business unit, wider organisation, and industry bodies, so there is a chance to build meaningful relationships with both internal and external stakeholders.
