Kōrero mō te Tūranga - About the Role
We are seeking a Policy Analyst and Senior Policy Analyst to join the Animal Sector Policy team in the Primary Sector Policy directorate within MPI's Policy & Trade branch.
Policy & Trade provides strategic thinking and evidence-based advice for effective government decision-making for systems related to agriculture, forestry, fisheries, biosecurity, food, animal welfare and rural communities.
The Animal Sector Policy team provides analysis and advice on the performance of New Zealand's animal-based primary sectors with a focus on our larger sectors - meat, dairy and wool. We work across the range of issues and opportunities facing these sectors to support their economic growth for the benefit of New Zealand.
Policy Analyst:
We are seeking an early career policy analyst who wants to develop their policy skillset in a primary sector policy role. The successful applicant will work across the range of work our team undertakes.
This includes a range of Ministerial servicing and policy work such as meeting and event briefings, speeches, Ministerials, board appointments, Cabinet papers, and Commodity Levy Orders. There will also be opportunities to gain exposure to larger policy projects.
Senior Policy Analyst:
We are seeking an experienced senior policy analyst to take a lead role on a significant regulatory review. The focus of this role will be on the upcoming statutorily required review of the Dairy Industry Restructuring Act 2001, which our team is leading. The successful applicant will work alongside the lead adviser to undertake analysis, engage across government and the dairy industry, progress the team's thinking, and draft policy documents. This project will provide an opportunity to build and hone your skills in competition and regulatory economic policy.

The ideal candidates will be able to demonstrate strong written and verbal communication skills, a solution focussed approach, and a proven ability to establish and develop effective relationships. You will be comfortable presenting information in a way that can be easily understood by various internal and external audiences.
As a Policy Analyst, you will be able to demonstrate:
- Experience as a policy analyst or a similar working environment;
- Strong critical thinking and analytical skills;
- Excellent written and verbal communication skills;
- Flexibility and comfort with working with ambiguity;
- Understanding of the machinery of government and the role of policy advice;
- A delivery-focussed approach and ability to progress multiple pieces of work simultaneously;
- Strong interpersonal skills and the desire to make a positive contribution to the team.
As a Senior Policy Analyst, you will be able to demonstrate:
- At least 2 years' experience as a Senior Policy Analyst or in a similar role;
- Experience working on a regulatory review, preferably with a competition or economic policy focus;
- An ability and desire to build expertise in competition and economic policy;
- Ability to apply critical thinking and analytical skills to challenge the status quo;
- Ability to provide clear, concise, well-reasoned, articulate and practical advice;
- Strong interpersonal skills and the desire to make a positive contribution to the team;
- Ability to build and maintain a network of relationships with stakeholders across MPI, other Government agencies, and Industry.

Mō tō mātou Rōpū - About the Team
You will be based in our Wellington office, reporting to the Manager Animal Sector Policy, and working alongside a small high performing team. This team have a broad programme of work including strategic and regulatory policy projects and Ministerial servicing.
This team like to work collaboratively, and actively look for opportunities for people to contribute to work across the team, the wider directorate and MPI so there is ample opportunity to develop and build meaningful internal and external relationships.
