About the Role

An opportunity has become available for a Program Director for Downer’s Energy & Utilities business unit reporting to the General Manager of Water Services & Projects. The Program Director is responsible for the management and performance of the Water Services and construction contracts in the Otago/Southland region. This includes financial management, health & safety, contract and business compliance, and best practice in 3 Waters delivery. The successful candidate will envision themselves attending to duties such as:

  • Responsible for operations teams and to monitor operational performance ensuring that efficient and effective practices are implemented, and resources are optimised
  • Sub-contractor management, development and implementation of planned works programmes and the successful execution of all capital delivery projects
  • Understand and implement all requirements in contract documents, to ensure clients expectations are met, plus regularly review contract documentation to identify any contract changes or variations, report and communicate accordingly
  • Ensure contract risks and compliance issues are identified and minimised with appropriate controls in place
  • Manage the allocation of people, plant, technology and resources to optimize working shifts to minimise downtime.
  • Effectively forecast to ensure continuous employment of people and assets
  • Provide active leadership of contracts and staff, in line with Downer values, policies and procedures, including the Downer Standard, and Downer Difference programs
  • Manage Water operations to achieve a superior level of safety, environmental and quality performance


About You

  • Minimum 10 years’ experience in an engineering/maintenance position of responsibility
  • Ideally a relevant tertiary level water/engineering related qualification
  • New Zealand water industry experience and ideally international experience
  • Strong Contract Management skills associated with construction and maintenance/utilities contracts
  • Understanding of, and experience with Job Management and Asset Management Systems
  • Commercial acumen including the ability to prepare progress and claim reports and to produce and interpret monthly financial reports to P&L level
  • Ability to price minor/capital work utilities projects
  • Experienced with and strong commitment to health and safety initiatives
  • Ability to lead and work in a team
  • Self-motivated, energetic, proactive and results orientated
  • Excellent verbal and written communication skills
  • Experience in dealing with the public
  • High level of computer literacy; advanced computer skills, including Microsoft Office applications and in-house information management systems
  • Must be available to travel to sites
  • Hold a valid driver’s license; class 1
