With a primary hub in Wellington, and a presence throughout the country, we deliver new and enhanced technology solutions directly and through specialist vendor partnerships. We provide expert advice on how technology can be leveraged to support Police’s strategies and turn concepts into reality through collaborative development.

The Technical Product Owner (TPO) – People is a member of the wider Corporate Products Group, People & Finance. This group has five main areas of focus, with responsibility to be divided between two TPOs:

People. Supporting the People and Workforce Management (WFM) functions.
Finance. Supporting Finance, Procurement and Asset Management.

The key applications and services in the People domain are SAP ECC Human Capital Management and Payroll modules, SAP SuccessFactors (currently recruitment, onboarding and learning management), and United Kronos Group Workforce Central for rostering frontline staff. There are other niche applications within the People domain (e.g. IAPro) which will be addressed as part of a comprehensive roadmap for future development and support.

Police intends to modernise its People and WFM systems the near future, moving to cloud based solutions; the TPO will have an important part to play in this initiative and will be working closely with the Enterprise Resource Management (ERM) Programme to ensure that outcomes are technically sustainable.

Key Accountabilities:
The purpose of the TPO – People role is to ensure that the product team delivers and maintains valued solutions by acting as the technical conduit between the People and WFM functions, external commercial partners and the ICT product team.

The core responsibilities of the TPO – People role in Police include:

  • Working alongside the Product Manager by bringing a deep understanding of technology and product development to stakeholder conversations.
  • Translating business needs into technical solutions through collaboration with solution architects internal and external to Police, and with subject matter experts within the business and ICT. The TPO will be responsible for generating and maintaining design artefacts.

  • Day-to-day delivery leadership and management of the product team. They will work with their team to ensure that: requirements and user stories are properly defined; sprint planning and execution is well managed; and feedback and guidance is available to the development team.
  • Leading the career development of the team using the Police high performance framework, training and education to enable people to perform to their best.
  • Tracking performance indicators for their products to measure success, including user engagement and customer satisfaction, identifying areas for improvement and making data-driven decisions about future product development and customer engagement.
  • Managing the delivery of maintenance/sustainment, break/fix and enhancements, including through engagement of commercial partners.
