Job Description

Kōrero mō te Tūranga - About the Role

We are seeking a Senior Policy Analyst to join MPI's International Fisheries team in the Trade & International Relations directorate which sits within Policy & Trade.

The International Fisheries team leads engagement on international fisheries issues. We work to maximise economic and other benefits to New Zealand from international fisheries, while protecting the environment and meeting international obligations. We do this through regional rule making; shaping multilateral frameworks; managing New Zealand's bilateral fisheries engagement; and ensuring policy coherence.

The team engages heavily with pacific fisheries forums such as the Forum Fisheries Agency (FFA) and the Western and Central Pacific Fisheries Commission (WCPFC). Alongside contributing to these forums, you will actively need to connect with MFAT, other government agencies, and engage closely with Pacific Island countries to ensure success. You will be involved in the governance of the region's highly migratory fisheries, which are critical to the economic development of Pacific Island countries and important to New Zealand's commercial, customary, and recreational fishers.

Day to day you will be dealing with policy issues, drafting briefings, engaging with other Ministries, and liaising with external stakeholders which are all important to navigate the complexities of Pacific fisheries.

While international meetings are often held virtually, travel is likely to be necessary.

Mōu - About You

You will showcase your strong interpersonal and communication skills tailored to your audience. You will draw on your experience to facilitate engagement processes and to effectively present complex information to different groups. You will also provide coaching, mentoring support, and advice to analysts to lift our branch capability.

You will likely be working or have worked in a Senior Policy Adviser or Senior Policy Analyst role with a sound understanding of government processes. You will have experience or understanding of the interface between fisheries policy, fisheries management, and policy experience. An understanding of Law of the Sea and related agreements and briefing minister ministers would also desirable.

To be successful in this role, you will be able to demonstrate:

  • understanding and experience in developing new regulations
  • critical thinking and analytical skills to solve complex policy problems
  • experience in a policy/regulatory role and navigating Ministerial processes
  • experience leading consultation and engagement with external stakeholders
  • understanding of the primary sector and/or rural communities
  • strong interpersonal and influencing skills with the ability to work collaboratively across MPI, government and with external stakeholder groups.
  • leadership and mentoring skills to help guide and grow the team.

You will work with a Wellington based team, reporting to the Manager, International Fisheries alongside other policy analysts within the team and the wider Trade & International Relations Directorate.

This team brings strong international experience and industry knowledge and promotes strategic thinking. The team has a collaborative working style so that everyone feels supported in contributing to our collective goals.

The team also works closely with the wider Policy & Trade branch, government agencies and stakeholders so there is ample opportunity to build meaningful relationships with internal and external stakeholders.
