Auckland Council’s Infrastructure Funding and Development Strategy team is at the forefront of delivering the essential infrastructure our city needs to thrive. Our team specializes in governance, strategy, collaboration, programme management, and finance—driving innovative funding solutions to support Auckland’s development..
As an integral part of the Council's infrastructure development and funding solutions, the Infrastructure Funding and Development Strategy team plays a vital role.
We link together infrastructure planning, land use and funding, helping to solve what infrastructure we need for Auckland to grow, and how to pay for it.
We are looking for a highly skilled Programme Manager to join our team on a fixed-term, full-time basis until 28/02/2026. In this role, you will play a key part in coordinating project information across our Investment Priority areas, with a strong focus on central Auckland to support the city’s significant growth.
You will work closely with Crown agencies, developers, infrastructure providers, and Council specialists, ensuring alignment and collaboration on large-scale greenfield developments and brownfield intensification projects. This is a unique opportunity to contribute to Auckland’s future by supporting the pace and scale of its housing and employment growth.
Key Responsibilities:
- Support major infrastructure programmes by working with senior team members to ensure the successful delivery of both existing and new development initiatives. Lead key deliverables as needed, aligning with an appropriate delivery strategy.
- Help establish effective project teams by coordinating multidisciplinary expertise across the organisation and external consultants. Take an active role in cross-Council project teams, leading where required.
- Build and maintain strong relationships with external stakeholders while ensuring effective engagement with internal teams.
- Manage programme and project budgets in line with organisational policies, reporting frameworks, and best practices.
- Monitor and mitigate risks by identifying interdependencies, managing progress issues, and ensuring seamless coordination of project deliverables.
- Prepare and present reports for Council, committees, and executives, contributing to high-quality presentations and communication materials.Join us in shaping the future of Auckland through strategic infrastructure planning and financing. He korero mou: About you
- This role requires experience in similar programme management, consulting, housing development planning and/or bulk infrastructure
- development. You have the knowledge, and or the skills to learn about the integrated built environment - infrastructure development, local government, financing and funding aspects and agreements.
We will be looking for specific experience with:
- Relevant Qualification & Experience – A Bachelor's degree in Urban Planning, Engineering, Property Development, or Urban Design, with experience as a Project/Programme Manager in housing development, an Urban Planner, or an Engineer specializing in bulk infrastructure.
- Urban Development Expertise – Strong understanding of urban planning, development processes, infrastructure economics, and the planning and design context within which property development occurs.
- Stakeholder & Team Collaboration – Proven ability to work effectively with internal stakeholders, decision-makers, and multidisciplinary teams, ideally within a political or complex organisation.
- Problem-Solving & Strategy – Experience in finding and negotiating solutions within legislative, policy, and funding-driven environments, as well as influencing timing and strategy to meet milestones.
- Technical & Digital Proficiency – Skilled in Microsoft Office applications, particularly MS Project, Word, Excel, PowerPoint, and Outlook.
