Job Description

Kōrero mō te Tūranga - About the Role

The Forestry System directorate is part of Te Uru Rākau – New Zealand Forest Service. It provides the operational policy and economic development advice for the forestry portfolio and acts as a bridge with MPI's Policy & Trade business unit to enable Government policy and international & trade development to be successfully delivered and implemented. We also work closely with other directorate's in the business unit including Forestry Operations, Forestry Insights, and Forestry Engagement & Advice to ensure that our policy is well informed and can be utilised by those in the sector.

The directorate has four teams providing end to end advice on the forestry and wood processing system, including the role of forestry in the Emissions Trading Scheme (ETS). The directorate also provides leadership for the Government's ongoing work in Tairawhiti on debris clean up and future land use, as well as leading the Maximising Forest Carbon Programme.

We are looking for two Analysts and three Senior Analysts to join the directorate across these four teams:

Sector Strategy Team

The Sector Strategy team supports the delivery of the government's strategic objectives for the forestry and wood processing sector. We apply an all-of-system view, considering the whole supply chain from seedlings, sawmills, and markets. We analyse investment opportunities, geopolitical trends, land use, climate change, standards, markets, and transformational technology to identify and act on emerging opportunities with the sector and Ministers.

Sector Growth Team

Sector Growth works to grow the economic value of the forestry and wood processing sector, decarbonise the economy, and strengthen the sector's resilience and sustainability. We do this by working directly with firms and the sector to grow the contribution to the New Zealand economy and increase utilisation of our forestry resource. The team supports the delivery of the Wood Processing Growth Fund and partners with other government agencies to facilitate investment and ensure that policies support the growth and development of forestry and wood processing in New Zealand.

Operational Policy – Resource Management Team

One of two operational policy teams in the Forestry System directorate, this team leads and supports the development of regulatory, operational policy, and implementation advice for the forestry, land use, climate change, and environmental priorities of the Government and Te Uru Rākau – New Zealand Forest Service. Our work centres on the development of cost-effective and evidence-based analysis to provide robust advice regarding initiatives and interventions. This strengthens the integrity of the forestry supply chain and ensuring that stakeholders and the sector have the tools and support to effectively implement policies and regulatory systems.

Operational Policy – Forestry Incentives Team

The Forestry Incentives team provides advice on overall forestry planting incentives, including overseeing the NZ ETS's forestry regulatory system. We lead (and contribute to) end-to-end policy processes, from policy design and working with stakeholders, operational teams, scientists, and legal experts through to policy & legislative change and evaluation. Our incentives support the achievement of NZ's forestry, economic, and climate change objectives.

Mōu - About You

As an Analyst or Senior Analyst you will have previous experience working within a government regulatory policy environment and will be able to hit the ground running. Experience with regulatory impact assessments and Better Rules methodology will be advantageous.

We are also interested in people who have a strong background in the forestry value chain, can demonstrate the ability to think critically, and with the potential to turn their knowledge into policy advice.

Successful applicants will need to have strong analytical and written communication skills and the ability to develop collaborative working relationships with a range of stakeholders. This role involves working closely with our Policy and Trade business unit and partner agencies. We also work closely with forestry stakeholders and Treaty partners. These roles are dynamic and involve a range of different work streams.

The directorate has a cohort of Wellington based staff as well as connection into the regions with staff in Rotorua and Gisborne. We promote a culture of collaboration, working together across the teams to make sure we deliver against the Minister and Government's key priorities.
