Kōrero mō te Tūranga - About the Role

We are seeking a Senior Policy Analyst to join the Office for Rural Communities which sits within Policy & Trade.

The Office for Rural Communities was established within the Ministry for Primary Industries in October 2021 to promote and build more widespread and effective rural proofing across Government. It works to deliver policy and system advice on issues facing rural communities and how government policies affect them.

Rural communities represent 15% of New Zealand's population and play a pivotal role in sectors, such as, primary industries and tourism. They face unique challenges and so their perspectives and experiences are needed to better inform policy development. Thriving rural communities are important for New Zealand's success.

As a Senior Policy Analyst, you will work on cross-government policy development while also partnering with industry to achieve economic and social outcomes for rural communities. You will use your extensive policy experience to advise and rural proof policies on a range of matters that impact on our rural communities, and will work with the Agriculture and Investment Services branch to deliver advice on recovery following adverse events.

You will also provide coaching, mentoring support, and advice to analysts to lift our branch capability.

Mōu - About You

The ideal candidate will be able to demonstrate strong interpersonal and communication skills, a solution focussed approach, and a proven ability to forge effective partnerships. You will draw on your experience to facilitate engagement processes and to effectively present complex information to different groups.

You will likely be working, or have worked in a Senior Policy Adviser or Senior Policy Analyst role with a sound understanding of government processes, including Parliamentary processes. You will have experience supporting Ministers by providing timely and relevant responses to Ministerial and Parliamentary questions, Official Information Act requests and preparing Ministerial correspondence. Understanding of rural proofing and prior experience working with rural communities would be desired.

To be successful in this role, you will be able to demonstrate:

  • A strong understanding and experience in developing new regulations.
  • Critical thinking and analytical skills to solve complex policy problems.
  • Experience in a policy/regulatory role and navigating Parliamentary processes.
  • Experience leading consultation and engagement with external stakeholders.
  • A sound understanding of the primary sector and/or rural communities.
  • Strong interpersonal and influencing skills, and the ability to work collaboratively across MPI, across government and with external stakeholder groups.
  • Leadership and mentoring skills to help guide and grow the team.

Mō tō mātou Rōpū - About the Team

Policy and Trade provides sector-level strategic thinking and evidence-based advice for effective government decision-making for systems related to agriculture, forestry, fisheries, biosecurity, food, animal welfare and rural communities.

You will work with a Wellington based team, reporting to the Manager, Office for Rural Communities, and work alongside other policy analysts within the team and the wider Resource and Rural Communities Directorate.

This team brings strong industry knowledge and promotes strategic thinking. The team has a collaborative working style so that everyone feels supported in contributing to our collective goals.

The team also works closely with the wider Policy & Trade branch, government agencies and industry so there is ample opportunity to build meaningful relationships with internal and external stakeholders.
