About Metlink

Under the Metlink brand, Greater Wellington Regional Council supports the delivery of an interconnected public transport network via Transport Operators carrying over 140,000 Wellingtonians on bus, train, ferry and Total Mobility services every day.

Given the pivotal commercial aspects of Metlink’s work, a new Commercial Partnerships team has been stood up. With many of Greater Wellington’s public transport service contracts coming up for renewal, a new team within Commercial Partnerships has been established to lead the review, redesign, development, and tendering of these contracts. A major rolling multi-year programme is being established across all modes and encompassing many high-value contracts. Above and beyond traditional procurement, the priority for this team is securing cost-effective outcomes that will best serve the needs of the region in the years to come.

About the Transition Lead – Kaitohutohu

We are seeking an experienced Contract Transition Management professional to play a pivotal role in the next evolution of Wellington’s public transport landscape. This will be a fast-paced and dynamic environment, and the perfect opportunity for you to prove that you can thrive on a challenge!
Working within the broader Transport Services Procurement (TSP)Team, you will be capable of both collaboratively approaching broad strategic goals and driving the programme forward, being able to confidently juggle competing priorities amidst ambiguity. Joining the team in a senior capacity, you will be confident in establishing and maintaining relationships with executive level stakeholders and will have a keen eye for detail, proactively identifying risks in procurement processes and leading the team as these are addressed in collaboration with internal and external partners.

Day to Day Responsibilities

  • Support the development of the Public Transport Services Contract Transition Framework with guidance and input from the Metlink Group and Greater Wellington Legal and Procurement teams, and through joint planning with Operators, Consultants, and other key stakeholders.
  • Lead the development of a contract transition plan for each contract outlining tasks, timeframes, milestones, and resources and implement the plan through the transition period.
  • Manage the transition of up to four major transport service contracts simultaneously.
  • Identify potential transition issues and risks for the contracts that you are assigned as well as an appropriate approaches to communicate and manage them.
  • Establishing what resources are required to successfully manage each transition process and advising the Project Manager and Senior Transition Lead accordingly.
  • Ensure relevant contracts commence on time, with all transition requirements completed, and, if relevant, the orderly winding up of the previous contract and exit of the outgoing operator.
  • Develop and maintain effective long-term, collaborative relationships with key partners and stakeholders, ensuring their needs are understood.


Skills and Experience Required

  • Significant experience in contract management, including overseeing the transition into and out of high value complex service contracts.
  • A strong grasp on procurement risk management. This includes knowing how to describe procurement risks, developing fit-for-purpose risk mitigation plans and following these through on a regular basis and ensuring accountability is carefully managed.
  • Can navigate complexity, stakeholder interests, getting to the core of peoples’ concerns, interests and responding in an appropriate and timely way.
  • Commercial acumen with a clear understanding of what drives private sector decision makers. Strong communication and facilitation skills.
  • Excellent writing and analytical skills, with a keen attention to detail.
  • Experience managing multiple stakeholders to deliver impactful outcomes and build strong relationships, preferably in the transport sector.
  • Capability in Te ao Māori in line with Greater Wellington’s Māori Capability Framework.

The remuneration for this position, inclusive of all benefits, is $104,125 to $156,188, with a midpoint of $130,156. Starting remuneration will depend on the skills and experience of the successful applicant.
